Avery Smith, Stormwater administrator/superintendent for the City of New Bern, describes how the City of New Bern is using FEMA buy-out land to create green space for flood mitigation. Avery also explains how this project and the Duffyfield project will improve environmental qualities.


Avery Smith is a Marine Corps veteran who has been employed with the City of New Bern for 16 years - 12 of those years working in the stormwater field. Currently, Avery's main duties consist of managing the City's drainage system, ensuring the city's stormwater discharge is clean and free of pollution. He also manages water quality and drainage improvement projects.
